The Army Corps takes on the Sargent Breakwater project -
Interesting - the Army Corps is now in charge of the Sargent Breakwater project and they are seeking information about our project as well as dredging the Colorado River mouth. It seems like they might be combining the two projects. This is not a bid - but rather a “sources sought” to get information so they can create the bid. The skeptics amongst us might say - “so this means they have no idea what they are doing?!?!?” And you might be partially right. It is a complex project but - those of us half glass full types will be happy that at least they are doing something. Something is better than nothing - right?
Note - it says building 4 of the 5 breakwaters so it looks like they are cutting one breakwater from the project to get it back to the original budget. The longer they wait the more it costs

THIS ANNOUNCEMENT SEEKS INFORMATION FROM INDUSTRY, WHICH WILL BE USED FOR PRELIMINARY PLANNING PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Woman-Owned Small Business (WOSB). The Government must ensure there isadequate competition of responsible firms.
Project Information: Schedule 1 will include dredging of approximately 820,000 Cubic Yards (CYs) of the Mouth of Colorado Entrance Jetty Channel and Detention Basin and will include varying advanced maintenance and 2' over-depth. Material will be placed west of west/south Jetty in nearshore zone; Construction of Terminal Groin and 4 of the 5 planned nearshore breakwaters at Sargent Beach, 25 miles east of the Mouth of Colorado. Estimate duration is 270 Calendar Day (CD) for construction of groin and breakwaters and 90 CD for dredging.
Option 1 – BU beach placement of dredged material along the breakwater beach area of Sargent Beach, 25 miles east of the Mouth of the Colorado.
Option 2 – BU beach placement of dredged material along Sargent Beach’s historic stretch area, 25 miles east of the Mouth of the Colorado.
Option 3 - Construction of 5th nearshore breakwater with the planned construction of the 4 nearshore breakwaters aligned with the west coastline of Sargent Beach.
NOTE: Placement of material will include both beach placement and upland confined placement.
The Disclosure of the Magnitude of Construction Projects is Between $25,000,000 and $100,000,000.
All construction performance must comply with the USACE Safety and Health Requirements Manual, (EM 385-1-1), and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.
The North American Industry Classification System Code for this procurement is 237990 which has a Small Business Size Standard of $37.0 Million.
