Another delay -

SO FRUSTRATING - yet another delay.  The Army Corps had posted a “sources sought” again for the project work that ended on July 21 - a sources sought is just to look for potential contractors and gauge interest and capabilities in the potential project.  It is not an RFP or request for proposal. 

Here is the sources sought from the SAM.gov website - 

Schedule 1 – Project is for Shallow Draft Maintenance Pipeline Dredging of the Mouth of Colorado Entrance Jetty Channel and Detention Basin and will include varying advanced maintenance and 2’ over-depth. Schedule 1 includes dredging of approximately 876,000 cubic yards (CY). Material will be placed west of West/South Jetty in nearshore zone; Construction of Terminal Groin and 4 of the 5 planned nearshore breakwaters at Sargent Beach, 25 miles East of the Mouth of Colorado. Estimated duration is 490 calendar days. Option 1 includes Beneficial Use beach placement of dredged material along the breakwater beach area of Sargent Beach, 25 miles East of the Mouth of the Colorado. Additional time of 40 calendar days. Option 2 includes Beneficial Use placement of dredged material along Sargent Beach’s historic stretch area, 25 miles East of the Mouth of the Colorado. Additional time of 10 calendar days. Option 3 includes construction of the 5th nearshore breakwater with the planned construction of the four (4) nearshore breakwaters aligned with the West coastline of Sargent Beach. Additional time of 30 calendar days.

So I reached out to the contract specialist in charge of the project and she said the RFP is targeted to be released in September.  

I would strongly advise against holding your breath.

 Interesting - the Army Corps is now in charge of the Sargent Breakwater project and they are seeking information about our project as well as dredging the Colorado River mouth.  It seems like they might be combining the two projects.  This is not a bid - but rather a “sources sought” to get information so they can create the bid. The skeptics amongst us might say - “so this means they have no idea what they are doing?!?!?” And you might be partially right.  It is a complex project but - those of us half glass full types will be happy that at least they are doing something.  Something is better than nothing - right?  Note - it says building 4 of the 5 breakwaters so it looks like they are cutting one breakwater from the project to get it back to the original budget. The Army Corps has approved the lease to allow Sargent Breakwater and Jetty to move forward

 On the Matagorda County Commissioner agenda was to approve and authorize the signing of the lease on the area which will allow the Sargent Beach breakwater and jetty project to move forward.  A huge win and the county attorney saw no issues with the lease.  According to Mike Estlinbaum, the Army Corps has the money wired to proceed with the project and is supposed to release the new request of proposal at the end of June 2025 - hopefully this bid package is better and will get solid companies bidding so it can be awarded in August and proceed in the fall.  A long time coming - hopefully it is actually moving forward.

Beryl makes Sargent Island Unrecognizable

There have been multiple articles about the same study on the beach destruction by Beryl.  The study was funded by NOAA and done by UofH.   The study, funded by the National Oceanic and Atmospheric Administration and the Texas General Land Office, highlights the changes observed at Galveston, Follett's Island, Matagorda, Mustang Island, North Padre Island and Sargent Island, close to where Beryl made landfall. “Sargent Island experienced the most significant impact and is unrecognizable,” Khan said. “The flooding, overwash and scarping caused by Beryl wiped out nearly all the dunes and left the area virtually inaccessible. The findings parallel a previous study by Khan’s team on the coastal impacts of Hurricane Harvey in 2017 that revealed similar but more significant changes. “After Harvey, we found an average shoreline retreat of just over 16 meters, with certain areas near the landfall site in Rockport seeing nearly 60 meters of erosion,” Khan said. “Those values far e...
