Project Proposal

It appears that our funding was not put forward by TCEQ and the Governor for RESTORE funding. As you recall, we sent in letters of support for this project to get the $35 million for Sargent Beach.  The Governor and Toby Baker set other priorities.  

I have emailed our County leaders as well as TCEQ and RESTORE to get a better understanding of what this means for our project.  Will post when I get more information. 


Update to Bucket 2 FPL 3 Funding

As part of the on-going process to select programs and projects for funding under Bucket 2, the RESTORE Council staff has posted 24 proposals submitted by seven RESTORE Council members. Summary information on all of the submitted proposals being considered for the next round of Bucket 2 funding, referred to as FPL 3b, can be viewed at: https://www.restorethegulf.gov/funded-priorities-list-3b

As Governor Abbott’s appointee to the RESTORE Council, TCEQ Executive Director Toby Baker submitted four program proposals for Texas. These proposals were developed through extensive collaborative efforts over the last 12 months with fellow-Council members, state elected officials, several work groups and the public. Baker hosted two public meetings to receive comments on identified programs and projects for consideration.

The RESTORE Council will finalize its list of programs and projects into a draft FPL 3b that is expected to be posted for public comment in late October 2020. When the final list of programs and projects in FPL 3b are approved around late spring of 2021, approximately $302 million in grant funds should be available.

Sargent Beach Breakwater and Beach Nourishment Pilot Project 

Location: Matagorda County 

Total Project amount: $34,828,906 RESTORE Requested: $33,750,000 

Project Summary TCEQ 14 The Sargent Beach Breakwater and Beach Nourishment Pilot Project proposes to construct five segmented offshore breakwaters plus an angled terminal groin at the Mitchell’s Cut inlet and implement beach nourishment consisting of 500,000 cubic yards of beach-quality sand along the primary 7, 200 linear foot project area and 300,000 cubic yards of sand place along approximately 2,640 linear feet downdrift side of Mitchells Cut to off-set any potential secondary impacts. The Matagorda Peninsula and Sargent Beach experience some of the highest erosion rates along the Texas Gulf Coast. Extensive shoreline retreat, a result of erosion from hydrodynamic impacts by waves and storms, is increasing due to sea-level rise shifting the effects of wave and current action further landward. With escalating storm intensity and frequency, the combination of these impacts exacerbates damages to critical habitat for threatened and endangered species and place the surrounding communities at risk. A robust coastline is the first line of defense from these damaging processes; therefore, it’s imperative that this shoreline and its beaches are protected, nourished and maintained to ensure resilience and restore habitat that has been severely damaged. Beach quality sand will be sources from areas pre-identifies in the sand source investigation conducted for the project and will include: beneficial use of dredged materials (BUDM) from the San Bernard River, USACE placement areas along with GIWW adjacent to the Colorado River, BUDM from the mouth of the Colorado River and/or private placement areas along the Colorado River. Breakwater and groin construction activities will be waterborne and will be conducted from offshore barges with cranes. Beach nourishment activities will be conducted from the waterside utilizing barge and pump systems. The proposed project provides a first line of defense for erosive events, but also restores the vastly eroded habitat for endangered species such as the piping plover, red know and Kemps Ridley nesters and encourages use by other plants and wildlife
