Additional Funding for Breakwater project and update

Because of the number of hurricanes last year, they need to do an additional survey for the landward end of the terminal groin - it is currently underwater.  So they approved $3,905 to do the additional survey to make sure the groin is in the right place.  The groin is the long jetty that comes out from the shore at Mitchell's Cut into the gulf. The groin is pictured below and the left hand point is the point that is a concern - that sand washed away - so now they need to survey that area and then re do the plans to make sure it is still effective.  The groin is 1900' long - so it will catch a lot of sand. 


Spoke with the representative from Atkins global and this does NOT delay the project - they are still thinking of fall to begin. 


Some other updates on the beach restoration project - in case you were wondering why it takes so long, this should give you an indication of what is involved: 

  • The Geotechnical firm has been waiting for a calm weather period to go out and do the geotechnical bores out in the Gulf of Mexico for the project.
  • Atkins provided all the required responses to the comments, and the Army Corps is processing those and starting to compile their statement of findings.
  • They are proceeding with their section 7 consultation is going through the process with Fish and Wildlife Services and the Army Corps. Section 7 is the endangered species determination
  • They will be submitting a right-of-entry application to the real estate section of the Army Corps to study the material in two federal placement areas as sand sources for the project.
  • There will be another request to the County cover the costs of the investigation.
So the project plan is on track and moving forward. The Matagorda County Commissioners are doing their part to keep things and track and not delay.  A little cooperation from the weather would be nice.

 GLO must follow very strict guidelines for awarding contracts and that is both good and bad for our project.  Good in that they found an issue with the winning bidder in the final phase of the ward - bad because it means that they have to put it out for rebid. Update on the San Bernard - new notice of dredging

They are getting the dredging of the mouth of the San Bernard back on track with engineering and permitting started. This will help the flow of sand down our way and is a big plus for our beach nourishment.  On November 9th the Army Corp issued a notice concerning the intent to finally open the San Bernard through dredging and put the sand on our side of the mouth.  This will be a much wider dredge to ensure it stays open longer and requires less maintenance.   https://www.swg.usace.army.mil/Media/Public-Notices/Article/3584757/swg-2015-00603-brazoria-county-san-bernard-river-mouth-brazoria-county-texas/

Final requirements for Sargent Breakwater project -

Great details on the project on the Request for Proposal page for the Sargent Breakwater Project   - some interesting things on the construction of the breakwater and jetty at Mitchell's cut. Bids were due on October 25th so they are all in and being analyzed now.  The breakwaters are 400 feet long and spaced 660 feet apart in 4 feet depth of water. The angled terminal groin at the inlet extends to a water depth of 8 feet.  The goal of the project is to reduce beach erosion along Sargent Beach and the Matagorda Peninsula by stabilizing Sargent Beach and protecting the adjacent GIWW from erosional breaching.  The approximate cost range for construction of the Project is $28,000,000 to $35,000,000.  They will be staging at Mitchell's cut and using the road out to the cut to get equipment and supplies there The jetty will be just shy of 1/2 mile long going from the cut into the Gulf The staging areas will be secured - since one of the staging areas is the end of Mitchell cut - don
